This document outlines the journey from gender mainstreaming to intersectionality. Both take root in different feminist genealogies, and have evolved differently in feminist thinking and public policy. The first has shown a dense degree of institutionalization, which is evidenced by the policy instruments it has developed over the past three decades. Although this development has led to progress, its technocratic tendency has limited the chances of a transformative public policy.
At the same time, gender policies have historically recognized diversity among women, and have developed ad hoc tools to deal with the various forms of oppression intersecting with gender. Gradually this sensibility will be articulated in gender policies with the concept intersectionality. But beyond the symbolic dimension of public policy, what changes does intersectionality bring to the practice of public policy? As we understand it, intersectionality should not only be a new concept for designating complex forms of inequality, but a window of opportunity for deepening a transformative and participatory development of gender mainstreaming.
